According to a recent survey, the answer is unknown. But it does show that task completion takes precedence over safety. The National Safety Council surveyed 2,000 workers in two dozen industries and found that 36% strongly or somewhat agreed that safety was secondary to completing the task.
By industry 68% of employees in Agriculture and Forestry answered that safety was secondary. In Construction and Manufacturing 58% and 45% answered that getting the job done was more important than safety respectively. 32% said they were afraid to report safety issues.
While the results did not discuss injuries, the data indicate that employees may be inclined to cut corners and ignore safety requirements. This, despite that finding that 71% say they receive safety training as part of their orientation and are well trained in emergency practices.

While Trumps ACA reform is all the buzz on the “Hill” these days, it does appear that the ACA 2.0 will follow in the foot steps of the evolution of work comp. Originally the The Federal Government wanted employees to have workers’ comp protection, but ultimately left it to the states to decide how much protection each employee would receive.
Judging from the conversation on Capital Hill among the GOP these days, the reformed ACA will end up being a State designed system similar to work comp. Some States will offer extensive/expensive benefits (think CA and NY) and some states will offer “skinny benefits (think TX.)
